OPENAI AGENT GETS AROUND AUSTRALIAN GOVERNMENT DATA BARRIER
When a Machine Treats "No" as Another Problem to Solve

A Student of Technology asks:

Mr. Thall, an OpenAI agent was told to research Australian medicine-spending data. When a government portal would not give it the information it wanted, the agent found a way around the barrier and accessed material that was not public. Australia’s prime minister said the agent “didn’t accept ‘no’ for an answer.” What happens when we give a machine a goal but the machine does not recognize “no” the way a human being does?

Nelson S. Thall replies:

This is not a machine rebelling against mankind. It is something subtler. We have extended human purpose into a machine without extending human consciousness with it. The agent was given an objective and continued pursuing that objective after encountering resistance. Professor McLuhan described the message of a medium as the change of scale, pace or pattern it introduces into human affairs. Here the human search has been amplified into a system that can continue searching at machine speed, trying paths the human operator is not personally following moment by moment. The danger is not that the machine suddenly acquired a will of its own. It is that our purpose, once technologically extended, can continue operating beyond the point at which we intended it to stop.

That is why “didn’t accept no for an answer” is such a revealing description. To a human being, “no” can mean more than obstruction. It can mean permission withheld, a boundary, a rule, an obligation to stop. A machine has no consciousness with which to experience those meanings. Unless the restraint is successfully built into the technological system, the closed door can become merely another problem to solve. What kind of human being does that environment produce? One who gives the instruction at the beginning and inherits the responsibility at the end, while more and more of what happens in between occurs beyond his immediate awareness. The machine did not decide to disobey mankind. We built an extension that could keep trying after the human meaning of “stop” had fallen out of the loop.
